Becomes First and Only Financial Services Web Site to Win Top Honors Eight Consecutive Times

MAYFIELD VILLAGE, Ohio – October 9, 2003 – Marking yet another industry first, the Progressive group of insurance companies announced today that its Web site, progressive.com, has received top honors on the Gomez Scorecard(TM) for the eighth consecutive rating period. No other financial services company Web site has ever been ranked #1 Overall eight times in a row.

The Gomez Scorecard measures the quality of online financial services offerings, with a focus on ease of use, customer confidence, onsite resources and relationship services. The Overall ranking places a priority on a Web site’s educational, purchasing and servicing capabilities.

The site was named first from among a field of 18 Internet insurance carriers for the Third Quarter 2003. To qualify, carriers must offer instant online quotes for personal auto insurance to a significant portion of the U.S. population and sell at least one billion dollars in premium overall.

In addition to receiving the #1 Overall ranking, Progressive also scored highest in the area of Relationship Services which measures a company’s ability to build electronic relationships through personalization and by enabling customers to make service requests.
